Neither QBCC page uses the word resurfacing, and both show a last-reviewed date in 2021, so the provider has to show which class a resurfacing quote is under. What pool resurfacing licences and home warranty in Cairns actually involves

For concrete pools the class page lists “Ceramic tiling, painting, coping and internal finishes associated with the construction of concrete swimming pools and spas.” and “Maintenance and general repair of concrete swimming pools and spas.” For other pools it lists “Maintenance and general repair of prefabricated and fibreglass swimming pools and spas.” and “Non-structural maintenance and general repair of swimming pools and spas.” It adds “Maintenance and general repair includes the removal, replacement or addition of accessories or equipment.” The Regulation's Part 55, “Swimming pool construction, installation and maintenance licence”, carries the concrete-pool line “(i) maintenance and general repair of concrete swimming pools and spas;”, and its threshold line is “Work of a value of $3,300 or less, unless—” (read again on 6 October 2026). Whether it covers a given resurfacing job is for the provider to answer in writing, with the licence class and number.

Plumbing, electrical and tiling

QBCC says “You do need an occupational licence, regardless of the value of the work, if you are overseeing or undertaking work that involves:” plumbing and drainage, and gas fitting. The Electrical Safety Office says “A licensed electrician must install and maintain your pool wiring and electrical equipment.” Separately, the Regulation's wall and floor tiling licence is “Cut and fix tiles, including ceramic, glass, marble, slate, stone and terracotta tiles, to fireplaces, floors, hearths, spas, swimming pools and walls.”

Doing it yourself, and home warranty

QBCC says “If you plan to do work that you estimate will cost more than $11,000 (including labour and materials) you must get a QBCC Owner-builder permit before you do the work.” On home warranty, QBCC says its scheme covers “structural defects in the erection, construction or installation of a swimming pool.”, and that for pools “there is no cover for defects in relation to: non-structural defects” or “surfacing outside the coping of the pool”. “For policies taken out since 28 October 2016, cover extends for 6 years 6 months from whichever is the earliest of:” the listed dates, and “Claims must be lodged with the QBCC within 3 months of noticing the defect”. Ask the provider in writing which part of the job they treat as structural.

Ask for the licence class and number the quote is under, who is doing the electrical connection and the plumbing, and what the quote assumes about warranty.
