Geoscience Australia's multi-hazard risk assessment of Cairns names Machans Beach among “the highest risk areas of Aeroglen, Cairns North, City, Machans Beach, Manunda, Parramatta Park and Portsmith”. The report is dated 1999 and calls itself provisional, so it is a historical listing, not a current rating of any street or pool.

The same report says “Urban areas in Caravonica, Holloways Beach, Machans Beach, Redlynch and Yorkeys Knob together with the road network which links them to the city centre are all susceptible to inundation.” Separately it ranks “Flooding of the Barron River delta” as “the fourth ranked risk for Cairns.” The council, in its draft local adaptation plan, says “a rock seawall built in 2016 has assisted in continuing to stabilise the beach.” The plan's hazard mapping is in draft form.
Our reasoning, not the sources': a hazard listing is not a statement about pools, and neither Geoscience Australia nor the council says it changes how a pool is resurfaced. The question for the provider is whether the quote assumes anything about rain, standing water or access on a low, flood-listed site, and who carries that if the job is delayed.

Permits and Cairns Regional Council rules
Whether a pool resurfacing job here needs a building approval is for a building certifier to say. Under the Building Regulation 2021, repairs, maintenance or alterations to an existing structure are generally self-assessable, unless they change its floor area or height, affect a structural component or affect its fire safety system, and alterations to the fencing of a regulated pool are carved out of that.
