How much does pool resurfacing cost in Cairns?
We do not answer that with a figure, because no government source read for this site sets one. The fixed parts are thresholds: QBCC says a licence is needed for building work “valued over $3,300”, and that work you estimate “will cost more than $11,000” needs an Owner-builder permit if you do it yourself. Do I need a licensed provider to resurface a pool?
QBCC's class page lists “Maintenance and general repair of concrete swimming pools and spas.”, and QBCC says a licence is needed for building work “valued over $3,300”. Neither page uses the word resurfacing, so this site does not say whether a given resurfacing job needs one. Ask the provider which class the quote is under and to show it. Both pages show a last-reviewed date in 2021.

Who gives a pool safety certificate in Cairns?
QBCC says “Only a pool safety inspector —licensed by the QBCC—can issue pool safety certificates.” Cairns Regional Council says it no longer has Licensed Pool Safety Inspectors, and that owners seeking a certificate need to contact one to arrange an inspection.
Must the pool fence stay up while the pool is worked on?
QBCC says a pool that can be filled to a depth of 300mm or more must meet the pool safety standard, and that if you remove sections of the fence during a repair or replacement a temporary fence must be installed during the replacement.

Does the Cairns rain record say when to resurface a pool?
No. The Bureau of Meteorology's table for Cairns Aero gives mean rainfall by month, and the chart on this page shows the driest and wettest months in it. It does not say when pool work should be done. If the pool will be empty or open for any part of the job, ask the provider how it plans for rain.
Permits and approvals
Does resurfacing a pool in Cairns need council approval?
Cairns Regional Council says building certification is required for swimming pools and associated fencing and that new pools need a Private Building Certifier, and it does not say whether resurfacing an existing pool needs certification. Under the Building Regulation 2021 repairs, maintenance and alterations to an existing structure are generally self-assessable, with limits, so ask a building certifier before work starts.
