What approval and repairs for an existing pool in Cairns actually involves

The Regulation's repairs line reads “Building work that consists of repairs, maintenance or alterations to an existing building or structure, other than— (a) alterations to existing fencing for a regulated pool; or”, and its limit reads “(2) However, subsection (1) does not apply to repairs, maintenance or alterations that— (a) change the building or structure’s floor area or height; or” followed by structural components and fire safety. The work it lists as self-assessable “must comply with the relevant provisions”. Whether a particular resurfacing job is a repair inside that line, or an alteration outside it, is not something this site can say either way.

QBCC says “Before building a pool you must get building approvals from your local council or private certifier.” and “You must have a compliant fence before you fill the pool with 300mm or more of water.” Cairns Regional Council says “Building certification is required for swimming pools and associated fencing.” and “All new swimming pools and spas require building approval from a Private Building Certifier.” Its page covers new pools and does not say whether resurfacing an existing pool needs certification.

The question to put to a certifier

Ask a building certifier before work starts whether the job as quoted is a repair or maintenance inside the Regulation's line, whether it touches a structural component, and whether the fence is part of it. The fence page covers the fence rules that apply while the work is done.
