Pool Resurfacing in Holloways Beach
Cairns Regional Council says erosion along Holloways Beach has narrowed the dunes that protect shoreline development, and that the erosion poses a risk to nearby properties and infrastructure. That is the council's description of the beach, not of any pool, and the plan it comes from is a draft.

Pool Resurfacing around Holloways Beach
The council says it has been addressing “the ongoing issue of erosion/loss of sand on the northern beaches for many years, with a particular focus on the highly impacted Holloways Beach and Clifton Beach.” In its draft local adaptation plan it says “Erosion has occurred along Holloways Beach causing a narrowing of dunes that protect shoreline development”, and elsewhere that “Council has obtained the necessary approvals to install three breakwaters at both Holloways Beach and Clifton Beach.” The council states that its coastal hazard mapping for Holloways Beach and Machans Beach “is in draft form and is shared for the purpose of consultation”, so no address here is said to sit inside any mapped area.
Our reasoning, not the council's: nothing the council says links dune erosion to how a pool surface is applied or how long one lasts. The link we draw is a question for the provider, namely whether they have looked at the council's current coastal hazard information for the lot, and whether anything in it changes the work or the approval a certifier would want to see.

Permits and Cairns Regional Council rules
Whether a pool resurfacing job here needs a building approval is for a building certifier to say. Under the Building Regulation 2021, repairs, maintenance or alterations to an existing structure are generally self-assessable, unless they change its floor area or height, affect a structural component or affect its fire safety system, and alterations to the fencing of a regulated pool are carved out of that.
