Pool Resurfacing in Smithfield
Cairns Regional Council's draft coastal strategy states “Smithfield is vulnerable to inundation from coastal hazards”. The strategy is a 2021 draft, and the statement is the council's description of the locality, not of any lot or pool.

Our Smithfield service area
An enquiry from Smithfield is passed on to an independent local provider, who gets in touch to look at the pool.
Pool Resurfacing around Smithfield
The statement comes from the council's draft strategy for the Our Cairns Coast project, the same project that produced the Holloways Beach and Machans Beach plan. Smithfield is the only one of this site's four localities the council describes in these words. This page does not use the council's planning scheme overlays as a Smithfield fact.
Our reasoning, not the council's: the statement does not mention pools or resurfacing. The question for the provider is whether they have asked for the council's current hazard information for the lot before pricing a job that empties the pool, and what the quote assumes about water on the site.
Permits and Cairns Regional Council rules
Whether a pool resurfacing job here needs a building approval is for a building certifier to say. Under the Building Regulation 2021, repairs, maintenance or alterations to an existing structure are generally self-assessable, unless they change its floor area or height, affect a structural component or affect its fire safety system, and alterations to the fencing of a regulated pool are carved out of that.
