Geoscience Australia's 1999 report, which calls itself provisional, adds that “Urban areas in Caravonica, Holloways Beach, Machans Beach, Redlynch and Yorkeys Knob together with the road network which links them to the city centre are all susceptible to inundation.” That sentence names five localities together, so it is not a Redlynch-only fact; the shelter statement is the council's own and names Redlynch and Edmonton only.
Our reasoning, not the sources': this is the weakest link of the four localities, because neither source mentions pools. The question for the provider is a plain one: has the quote allowed for rain and wet ground during the days the pool is empty, and who decides when to stop work if the weather turns?
Permits and Cairns Regional Council rules
Whether a pool resurfacing job here needs a building approval is for a building certifier to say. Under the Building Regulation 2021, repairs, maintenance or alterations to an existing structure are generally self-assessable, unless they change its floor area or height, affect a structural component or affect its fire safety system, and alterations to the fencing of a regulated pool are carved out of that.
